In 1994 representatives of Wagga Wagga City Council, Department of Land and Water Conservation, Environmental Protection Authority, Riverina Water County Council, Charles Sturt University, and Kendall and Sellick Engineers formed a committee to address rising concern about urban salinisation in Wagga Wagga.

The committee began investigating urban areas badly affected by salinisation and organised mapping of groundwater levels. Part of the investigation program involved the installation of piezometers. Bore no. 9 was located on the lower sections of Charles Sturt University South Campus.

A piezometer is a bore used to measure groundwater levels. PVC piping is lowered into bore holes to prevent soil collapse and ensure easy measuring. Water enters via a series of slots sawn into the pipe.
