During 2003 Mark Latham was elected the leader of the Australian Labor Party. Despite his reputation as a sometimes aggressive and outspoken person, one of his earliest announcements was that he wanted to promote parents reading to their young children each night. Early in 2004 Prime Minister Howard claimed that many parents were transferring their children from state to private secondary schools because the state schools did not promote appropriate values. In his first term of government, Prime Minister Howard explained that he would not fulfil certain election promises because they were 'non-core' promises, and therefore optional, rather than 'core-promises' that were binding.
