Collection statement of significance
The object is a framed single parchment sheet, handwritten, with the wax seal of the colony attached. It is a Letters Patent document from Van Diemen's Land, dated 24 December 1830. Under authority of King William IV, it carries the Great Seal of Van Diemen's Land and is signed by the Lieutenant-Governor George Arthur and counter-signed by the Colonial Secretary of Van Diemen's Land, John Burnett.

The document is representative of the state-building effort of early colonial Van Diemen's Land and the emergence of civil society from the military-convict foundation of the colony. It is an instrument appointing Edward Dumaresq to the position of Commissioner of the Court of Requests in the police district of New Norfolk. Edward Dumaresq (1802-1906) was a free settler, a well-connected gentleman and an ally of Governor Arthur. His background in the military, as a colonial officer in India and his devotion in the Anglican Church would have given Arthur confidence of his suitability for government posts. Dumaresq was Commissioner of the Court of Requests from 1830-1835.
